About the Department

The Office of Contracts and Grants oversees post-award administration for NC State University. Contracts and Grants staff supports department and college Research Administrators, faculty, and staff by managing the cornerstones of Post-Award Administration including: project ID setup, deposits, invoicing, letter of credit draws, accounts receivable, financial reports to sponsors, new award/attribute review, audit coordination, prior approval request, regulatory checklists, effort reporting and general compliance oversight.

Essential Job Duties

The Contracts & Grants Business Officer plays a key role in helping the department achieve its goals by managing business operations, ensuring policy compliance, and providing financial and administrative leadership. Working closely with the Director of Contracts and Grants, you’ll oversee the office’s financial and operational activities, identify opportunities for improvement, and foster strong collaboration across teams.

Key Areas of responsibility include: 
Financial Management:
  • Reconcile departmental projects monthly, prepare financial reports, and manage budgets through fund redistributions and revisions.
  • Handle financial transactions, including accounts payable, journal vouchers, interdepartmental transactions, travel, PCard reconciliation, and purchase requisitions.
  • Compile and analyze financial data for budget forecasting and collaborate with the Director on budget planning.
Human Resources Support:
  • Serve as the departmental HR representative, ensuring compliance with policies and best practices.
  • Manage onboarding/offboarding, personnel records, leave programs, annual evaluations, and job description updates.
  • Provide additional HR support to Finance Division units as needed.
Administrative Operations:
  • Oversee day-to-day operations, including office communications, facilities coordination, and supply management.
  • Act as a liaison with university departments and maintain collaborative relationships.
  • Prepare reports and correspondence to ensure compliance with financial, HR, and operational guidelines.
Communication & Collaboration:
  • Communicate policies and updates clearly to individuals and groups.
  • Provide detailed, accurate reports and documentation to support decision-making and compliance.

Other Responsibilities

In addition to core responsibilities, you may assist with daily operations, such as managing schedules and appointments, along with other tasks that can expand your skill set for the Office of Contracts and Grants and leadership. 

Minimum Education and Experience

Bachelor’s Degree in Business Administration, Public Administration, or related business area; or equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Skilled in overseeing daily office operations, including office communication, facility coordination, and supply management.
  • Strong organizational skills to manage multiple tasks and deadlines, ensuring smooth delivery of services and operational efficiency.
  • Understanding of HR policies for onboarding/offboarding, leave management, personnel records, and job description updates.
  • Experience in managing financial transactions such as accounts payable, journal vouchers, interdepartmental transactions, travel expenses, PCard reconciliation, and purchase requisitions.
  • Ability to identify and resolve issues by assessing current processes and recommending improvements, ensuring efficiency and business continuity.
  • Proficient using standard office software like Microsoft Excel, Word, and Google Suite to manage and process data effectively.

Preferred Qualifications

  • Experience providing administrative support with Financials and Human Resources in a higher education setting.
  • Familiarity with financial and HR software systems, such as PeopleSoft and PeopleAdmin. 
  • Knowledge of university financial policies, procedures and regulations
