About the Department

This position is located within the NC State University College of Agriculture and Life Sciences (CALS) Budget Office, which is a division of the CALS Business Operations unit (CBO). The Budget Office is managed by the Director of Budgets and Planning and reports to the Assistant Dean for Business Operations. The CALS Business Operations (CBO) is an administrative unit within CALS and has oversight of the College’s centralized financial and research administration services including, Business Services, Budgets and Planning, Research Administration, and Operational Support. The CBO’s mission is to provide exceptional customer service while supporting the efficient and ethical use of resources. The CBO upholds the academic, research, and extension goals and initiatives of the CALS community. The CBO is committed to providing exemplary and responsive customer care, to serving as a subject matter expert regarding applicable state, university, and federal policies, procedures, rules, and regulations, and to achieving and maintaining operational excellence.

Essential Job Duties

The Budget Consultant position will sustain the accuracy and integrity of budget operations in the College of Agriculture and Life Sciences (CALS) under the Director of Budgets and Planning. In this role you will be responsible for budget reporting and analysis, forecasting budgets through the end of the fiscal year, budget journal entries, EHRA/SHRA position actions and salary distributions, data analysis, year-end close procedures, and advising administrators. You will serve as a trusted partner for Department Heads, Associate Deans, and Directors in making well-informed financial decisions. Additionally you will be responsible for coordinating all reports, guidelines, definitions, procedures, and training related to appropriated funds, budgets, and expenditures. In coordination with the peer budget consultant, you will serve as backup to the Director of Budgets and Planning.


Responsibilities include but are not limited to:

  • Manage fiscal affairs for the College, including budgets for state and federal appropriations, auxiliaries, student fees, educational and technology funds, F&A, trust accounts, discretionary funds, and endowment income.
  • Provide consultative services to department heads, unit leaders, and staff, focusing on advising, training, and communicating policies and procedures.
  • Oversee and report on state and federal appropriations for Academic Programs, Cooperative Extension, and the Agricultural Research Service, ensuring compliance with funding usage.
  • Supervise, train, and motivate Budget Office staff, fostering a positive and empowered work environment.
  • Deliver group presentations and one-on-one training on compliance, business processes, and upcoming changes.
  • Monitor College finances for assigned departments, focusing on cost control, revenue growth, and regulatory compliance.
  • Collaborate with university offices, including Budget, Controller, Provost, Contracts and Grants, and F&A Analysis, on transactional and budgetary matters.
  • Establish and maintain effective working relationships across CALS, the university budget office, and other business partners.
  • Manage state and federal fiscal-year closeouts for the College.
  • Track and manage financial commitments of functional Dean/Director roles, ensuring timely budget allocations.
  • Oversee timely budget establishment in the university’s financial management system and ensure accuracy.
  • Advise on and improve budget processes and financial systems.
  • Ensure financial records, reports, management controls, and accountability practices align with the College’s goals.
  • Approve budget availability for new hires and ensure salary funding accuracy in collaboration with Budget Office staff.
  • Provide accurate financial information to College leadership, including the Director of Budgets, Assistant Dean, and department heads.
  • Oversee USDA capacity funds administration, ensuring compliance with Uniform Guidance and proper use of funds.
  • Ensure federal capacity program expenses are aligned with approved plans by coordinating principal investigator submissions through the NRS system.
  • Maintain positive cash balances for assigned functional areas by actively monitoring payroll and operating expenditures.

Minimum Education and Experience

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Ability to prepare reports and present financial and statistical data in clear and concise form.
  • Ability to identify and recommend solutions to solve business issues.
  • Ability to manage competing priorities and shifting requirements.
  • Strong customer service skills with the ability to deal tactfully and effectively with people.
  • Ability to communicate oral and written information in a manner that is clear, organized, and appropriate for the audience.

Preferred Qualifications

  • Advanced working knowledge and use of MS Excel.
  • Experience querying and uploading data into Excel or other software programs to conduct analysis, produce reports and create financial models.
  • Highly organized.
  • Extensive knowledge of PeopleSoft Financials or similar financial systems. Strong knowledge of University financial policies and procedures, HR policies and procedures, Student policies and procedures, and the WOLF Reporting System (WRS) or similar reporting systems.
  • Advanced working knowledge and understanding of general accounting principles.
  • Working knowledge and understanding of Federal Uniform Guidance.
  • Five years of higher education experience in finance and/or budgeting.
  • Ability to adapt to and work in a flexible/hybrid working environment.
