General Description of Work

Whatcom Community College invites applications for a Human Resource Consultant 1 (Class Code 119E) in the College's Human Resources/Payroll Office. The Human Resources Consultant 1 contributes to a variety of payroll and benefits functions and provides support to the Human Resources/Payroll Office. This position reports to the Executive Director of Human Resources.

Responsibilities

Duties include, but are not limited to:

  • Enters, retrieves, and validates data for payroll and benefits into the Human Resources Information System (HRIS) including maintenance and verification of employee records. Verifies and inputs personnel data, ensuring accuracy of content.
  • Maintains records and statistics; analyzes and compiles data and information for reports; prepares narrative or statistical reports; responds to public disclosure requests.
  • Performs a variety of clerical tasks for payroll processing; utilizes computer software, including word processing, spreadsheets, and databases to prepare letters and documents; performs filing, copying and archiving records per payroll schedule.
  • Assembles new hire packets including appropriate payroll, benefits, and college policy forms. Performs data entry of new hire information into various HRIS systems. Assists employees with completing payroll documents during new employee orientation.
  • Completes employment verification requests when authorized by employee.
  • Provides internal and external customer service. Responds to routine requests for payroll information within scope of authority, referring more complex questions and requests to the appropriate staff member.
  • Provides payroll forms and reviews completed forms for accuracy, tracking incomplete or missing forms for follow-up.
  • Assists in coordinating, planning, data entry, data review and other tasks during annual benefits open enrollment.
  • Provides benefits data entry backup as needed.
  • Generate, issue and track employment contracts.
  • Process HR forms and maintain record keeping as it relates to State and Federal requirements.
  • Monitor and update employee records within College's ctcLink system.
  • Recommends areas of improvement for human resource programs, policies, practices.
  • Other related duties and special projects as assigned.

Qualifications

Minimum Qualifications:

  • Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field.

  • Equivalent experience.

Preferred Qualifications:

  • Two years of general clerical accounting or financial record keeping experience.
  • Proficiency with computerized payroll system.
  • Punctual and regular attendance.
  • Effective oral and written communications skills.
  • Actively contributes to a work environment that embraces diversity and uses diverse perspectives to enhance the attainment of organizational goals.

Salary

Salary and Appointment:

  • Range 47, full-time Classified salary starting at Step C, $4,299.00 per month with periodic increments to $5,370.00 per month.

Shift and Working Conditions:

  • Position's shift is 40 hours per week, Monday through Friday, 8:00 am-5:00 pm. This position is not eligible for remote work.

Benefit Package:

  • The position comes with a full benefit package, including health, dental, life, long-term disability insurance and a retirement plan.
  • Accrues 8 hours per month of sick leave and 9.33 hours per month vacation leave with periodic vacation accrual increases based on longevity.
